Residential plots: an allottee`s misery

THIS refers to the news item ‘Army scheme encroached upon PR land in Rawalpindi, PAC told’ (Jan 26). I would like to share my story in this regard.
I bought a 300-square-yard plot in 1992 in the Pakistan Railways Employees Cooperative Housing Society (PRECHS)
Project 8 (Chanesar Halt), Karachi, the existing market rate to the PRECHS.
After receiving the allotment letter in my name, I applied for no objection certificate (NOC) for the construction of my house. I was, however, shocked when I came to know that the army had asked the PRECHS not to allow construction on the strip of society land where my plot is also located. The reason given by the army was that the area was within the security zone of a military installation (Base Supply Depot).
The PRECHS filed suit No. 414/1992 in the Sindh High Court against the Military Estate Office. The case has been pending for the last 19 years, although the said military depot has been shifted.
What I would like to ask is, why did the PRECHS allot the plots on the military installation? Were the authorities concerned not aware of the rules and regulations and the military land?
The PRECHS is neither returning the amount paid by the allottees nor is it providing plots at some other location. In this situation, the
hapless allottees are suffering as they have paid hefty amounts for these plots.
Most alarming is the fact that illegal construction is being done on some of the plots and a few houses have already been built. There are apprehensions that all the plots may be encroached upon by land grabbers. This illegal construction was brought to the knowledge of PRECHS and the Station Headquarters but nobody bothered to stop it, confirming the fears that it is being done with the connivance of the officials concerned.
Do the allottees have to commit suicide to grab the attention of the government and the people at the helm of affairs?
